David S. Smith is a 25 year veteran of the United States Coast Guard with considerable command and seagoing experience. He is an Honors graduate of the US Coast Guard Academy. Prior to retirement his last duty station was Chief of the Boating Safety Division, Second Coast Guard District, St. Louis, MO. In this position he was responsible for overseeing USCG Boating Safety enforcement, engineering and educational activities in a geographical area spanning half the United States. Upon retiring he developed a company to present water and boating safety seminars across North America, primarily
to firefighters, police and EmergencyMedical Services providers. He has personally trained thousands of rescue personnel, plus hundreds of thousands more through his video tape and
television activities. Dr. Smith has been an expert witness for a quarter of a century. He has participated in over 500 legal cases, appearing for both plaintiff and defense. As indicated in his resume/c.v. he is nationally regarded as an expert in water and boating safety due to his lecturing/teaching and writing efforts. These efforts have garnered numerous public and private awards and citations. Due to his graduate background in educational psychology, he is also qualified to speak to human factors in legal proceedings.
