Fiona Chen, MPA, Ph.D., CPA, CFF, CITP

Fiona Chen, MPA, Ph.D., CPA is the founder and president of Fiona Chen Consulting Company.  With her advanced training, knowledge and experiences, Dr. Chen provides Business Valuation, Expert Witness, and Forensic Accounting in the specialty areas of Financial Fraudulent Transfers, Government Financial Management, and IRS Disputes.

Dr. Chen served with the Internal Revenue Service where she specialized in income and employment taxes and financial products and transactions as Revenue Agent from 2002 to 2008.  She independently examined tax returns in millions of dollars and team examined public-held companies in billions.

Dr. Chen obtained her Bachelor of Law in 1977 at the National Chung Hsing University (currently, National Taipei University) of Taiwan.  She majored in Public Administration and minored in Business Administration.  Subsequently, she attended State University of New York at Albany where she obtained her Masters in 1979 and Ph.D. in Public Administration in 1983, specializing in Quantitative Public Policy Analysis and Organization Management.

From 1983 to 1996, Dr. Chen served as as an Assistant Professor for 10 years at Eastern Washington University, Florida State University, and California State University, Los Angeles where she taught and researched in the areas of Accounting, Budgeting, Computer Applications, Financial Management, Research Methods, Quantitative Policy Analysis, and Statistics, and from 1985 to 1986, as Associate Professor at Public Policy Institute of National Chung Hsing University in Taipei, Taiwan.  Dr. Chen published and presented extensively locally, nationally, and internationally.

From 1997 to 1998, Dr. Chen worked for Lucent Technologies overseas as Manager of System, Planning, and Methods in the Finance Department at Qingdao, China.  She coordinated operating budgeting process in millions of dollars and participated in capital budgeting process in billions.  She worked for Northwestern University in Chicago, IL as Technical Software Specialist from 1999 to 2001.

In 2001, Dr. Chen became a Certified Public Accountant and was license by the State of Illinois in 2002.

Since 2008, Dr. Chen has been providing tax planning and tax return preparation services. Dr. Chen represents individual and business clients before the IRS and the State of Illinois to resolve levy, lien issues by using installment agreement, penalty abatement, and offer in compromise programs and to ensure the taxpayers' rights are protected.
